Also, APHIS should conduct and submit to OMB before December 1991, a report evaluating its success in reaching the survey's stated goals, to generate scientifically and statistically reliable information on the prevalence and economic importance of livestock diseases. Such a report should include an analysis of the adequacy of the survey's structure and design.
