Abstract: ON APRIL 1, 1990, THE CENSUS BUREAU WILL CONDUCT THE 21ST DECENNIAL CENSUS. THOUGH THE CENSUS IS LARGELY A MAIL-OUT/MAIL-BACK OPERATION, IT WILL BE NECESSARY IN SOME SUBURBAN AN RURAL AREAS TO GO DOOR-TO-DOOR UPDATING ADDRESS LISTS (PREVIOUSLY COMPILED BY CENSUS BUREAU ENUMERATORS) AND LEAVE BLANK QUESTIONNAIRES. THIS APPROACH IS NECESSARY BECAUSE IN SOME OF THESE AREAS U.S. POSTAL SERVICE ADDRESS LISTS AND LISTS FROM COMMERCIAL VENDORS ARE SHO
