THE ONE-TIME SUBMITTALS ARE REQUIRED WHEN THE STANDARD IS PROMULGATED, WHEN A SOURCE IS CONSTRUCTED OR MODIFIED, OR WHEN TESTING OCCURS. IT IS NECESSARY TO DETERMINE AFFECTED SOURCES AND EMISSION LEVELS.
