SECTION 58(H) OF THE 1954 INTERNAL REVENUE CODE PROVIDES THAT THE SECRETARY SHALL PROVIDE FOR ADJUSTING TAX PREFERENCE ITEMS WHERE SUCH ITEMS PROVIDE NO TAX BENEFIT FOR ANY TAXABLE YEAR.
