In accordance with the Paperwork Reduction Act and 5 CFR 1320, OMB cannot approve this information collection. In the notice of proposed rulemaking EPA proposed four regulatory alternatives. Since EPA has n yet selected a regulatory approach, it would be premature for OMB to approve specific paperwork requirements. Once a regulatory strategy has been adopted, OMB will lend its full support to the development of paperwork requirements which embody the least burden necessary to carry out EPA's program objectives.
