We are filing comments on these proposed collections of information under 5 CFR 1320.13. The agency shall respond to these comments in the final rule. Pursuant to 1320.4(b)(3), the agency shall define the term "potentially hazardous energy source" in the proposed rule, 29 CFR 1910.269(d)(2)(ii) so as to ensure the practical utility of this collection of information. Such a definition should limit the situations which would require "... a procedure (to) be developed, documented, and implemented by the employer for the control of potentially hazardous energy sources ..." to those lockout/tagout situations where this information collection would have practical utility.
