QUARTERLY EXCESS EMISSION REPORTS OR SEMIANNUAL COMPLIANCE REPORTS ARE REQUIRED. THE REPORTS AND RECORDS ENABLE THE ADMINISTRATOR TO DETERMINE THAT BEST DEMONSTRATED TECHNOLOGY IS INSTALLED AND PROPERLY OPERATED AND MAINTAINED.
