Terms of Clearance: In accordance with 5 CFR 1320, OMB approves this information collectio until December 31, 1988. When this collection is resubmitted, BXA mus provide greater justification for these information requirements. Specifically, BXA must study the possibility of eliminating the re-application requirement after four years, and present the results of its review to OMB. If BXA determines that the re-application requirement is necessary, BXA shall provide a detailed justification for this requirement, and shall also submit a streamlined re-application procedure proposal as an alternative to the present one Furthermore, BXA must provide more detailed justification for the required internal control procedures, including a detailed justification as to how BXA constructs individual control programs for companies, and must explain how it calculated the record-keeping burden hour estimates. BXA must also give a fuller accounting of the certified end-user program, its relevance to the distribution license procedure, and any significant plans for revision/expansion of the end-user program over the next several years. Finally, BXA must discontinue the quarterly reporting requirements for the Swiss Blue Import Certificate and the Yugoslav End-Use Certificate.
