WE HAVE APPROVED ALL COLLECTION OF INFORMATION REQUIREMENTS THROUGH MAY 23, 1988, WITH THE FOLLOWING EXCEPTIONS. PURSUANT TO 3504(h)(D)(5 OF THE PAPERWORK REDUCTION ACT AND 5 CFR 1320.13(g) OF THE IMPLEMENTIN REGULATIONS, WE DISAPPROVE, EFFECTIVE MAY 23, 1988: (1) THE REQUIREMENT THAT MATERIAL SAFETY DATA SHEETS BE PROVIDED ON MULTI EMPLOYER WORKSITES, (2) COVERAGE OF ANY CONSUMER PRODUCT EXCLUDED FROM THE DEFINITION OF "HAZARDOUS CHEMICAL" UNDER SECTION 311(e)(3) OF THE SUPERFUND AMENDMENTS AND REAUTHORIZATION ACT OF 1986, (3) COVERAGE OF ANY DRUGS REGULATED BY THE FDA IN THE NONMANUFACTURING SECTOR. IN ADDITION, PURSUANT TO 1320.14(f) AND (g), WE ARE INSTRUCTING THE DEPARTMENT TO COMPLETE A RULEMAKING, INCLUDING AN NPRM AND A FINAL RUL TO EXAMINE, AT LEAST, A DE MINIMIS EXEMPTION AND CLARIFICATION OF THE CONCEPT OF "NORMAL USE" IN THE DEFINITION OF "ARTICLE," AND TO CONFORM EXISTING REQUIREMENTS WITH THIS DECISION. TH HAZARD COMMUNICATION STANDARD REQUIRES ALL EMPLOYERS TO ESTABLISH HAZARD COMMUNICATION PROGRAMS TO TRANSMIT INFORMATION ON THE HAZARDS OF CHEMICAL TO THEIR EMPLOYEES BY MEANS OF CONTAINER LABELS, MATERIAL SAFETY DATA SHEETS, AND TRAINING PROGRAMS.
