APPROVED WITH THE FOLLOWING CONDITIONS: (1) OCC MUST RESUBMIT THIS INFORMATION COLLECTION FOR PAPERWORK REDUCTION ACT REVIEW WHEN THE RULE WITH WHICH IT IS ASSOCIATED GOES FINAL (UNTIL THEN IT IS ASSIGNED A BURDEN OF 1 HOUR) (2) OCC MUST CAREFULLY LAY OUT THE NUMBER OF RESPONDENTS AND BURDEN PER RESPONDENT PER REGULATORY SECTION (3) OCC MUST EXPLAIN THE BURDEN FOR THE CONSUMER HANDBOOK REQUIREMENT, INCLUDING ANY CLAIM THAT IT IMPOSES NO BURDEN AND (4) OCC MUST INCLUDE A SUMMARY OF ALL PUBLIC COMMENTS ON THE RULE THAT RELATE TO PAPERWORK REQUIREMENTS. THESE CONDITIONS ARE BEING IMPOSED TO ENSURE THAT THE INFORMATION COLLECTION REQUIREMENTS COMPORT WITH THE PAPERWORK REDUCTION ACT AND ITS IMPLEMENTING REGULATIONS AT 5 CFR 1320.

THE PROPOSED RULEMAKING IS NECESSARY TO IMPLEMENT A RECOMMENDATION OF THE FFIEC THAT THE FEDERAL FINANCIAL INSTITUTION REGULATORY AGENCIES ADOPT UNIFORM REQUIREMENTS FOR ARM LOANS. UNIFORM DISCLOSURE REQUIREMENTS ARE NECESSARY TO ENSURE THAT BORROWERS ARE EDUCATED ABOUT ARM LOAN PROGRAMS OFFERED. UNIFORM DISCLOSURE REQUIREMENTS ALSO BENEFI LENDERS BY ELIMINATING THE NEED FOR MULTIPLE DISCLOSURES.
