VA SUBMITTED THE PAPERWORK AGAIN ON 4/30/87, WITHOUT THE REQUESTED INFORMATION. OMB HAD DISAPPROVED THE PAPERWORK AND SENT A LETTER THE WEEK OF JULY 20, 1987 DISAPPROVING THE PAPERWORK. THE LETTER WAS SENT UNDER SEPERATE COVER.
