Abstract: THIS PROJECT IS DESIGNED TO COLLECT INFORMATION CONCENRING TAXPAYER BEHAVIOR THAT CANNOT BE OBTAINED THROUGH OTHER DATA COLLECTION MEANS, BUT WHICH IS CENTRAL TO THE MISSION OF THE AGENCY. THE LAST IRS PUBLIC OPINION SURVEY WAS CONDUCTED IN 1984. A NUMBER OF DEVELOPMENTS RELATED TO THE AGENCY AND ITS MISSION MAKE IT NECESSARY TO COLLECT THI THIS INFORMATION AT THIS TIME.
