Abstract: PUBLIC LAW 96-126 PROVIDES FOR SUPPLEMENTAL ENERGY ALLOWANCE PAYMENTS FOR PEOPLE WITH LITTLE OR NO INCOME. INFORMATION IS NEEDED TO DETERMINE IF FUNDS MADE AVAILABLE TO STATES WERE USED PROPERLY AND THAT THE LIMITATIONS REGARDING TOTAL ADMINISTRATIVE EXPENSES WERE ADHERED TO IN IDENTIFYING EXCESS FUNDING AMOUNTS AND THE SUBSEQUENT RETURN OF SUCH FUNDS.
