APPROVED WITH THE CONDITION THAT HUD, IN THE NEXT SUBMISSION OF THIS INFORMATION COLLECTION REQUEST, (1) INCLUDE A COPY OF THE GUIDELINES DESCRIBED ON PAGE 2 OF THE SUPPORTING STATEMENT (CONCERNING FACTORS TO BE CONSIDERED IN DEVELOPING PLANS) AND (2) BREAKDOWN THE BURDEN HOURS ASSOCIATED WITH EACH REQUIREMENT IN THE VOUCHER NOFA. THESE CONDITIONS ARE NECESSARY TO IMPLEMENT THE REQUIREMENTS OF THE PAPERWORK REDUCTION ACT AND ITS IMPLEMENTING REGULATIONS AT 5 CFR 1320 PARTICULARLY THE REQUIREMENTS TO MINIMIZE BURDEN IMPOSED ON THE PUBLIC AND THE NEED TO CLEARLY DEMONSTRATE PRACTICAL UTILITY.

PHA'S ARE ALLOWED TO IMMEDIATELY USE ALL HOUSING VOUCHERS ALLOCATED TO THEM FOR USE IN CONNECTION WITH THE RENTAL REHABILITATION PROGRAM. HOWEVER, THEY MUST DEVELOP A WRITTEN PLAN WHICH SPECIFIES HOW THEY WIL ASSURE THE VOUCHERS ARE AVAILABLE FOR THE LOCAL RENTAL REHABILITATION PROGRAM GRANTEES WHEN NEEDED FOR THE PROGRAM.
