Abstract: COMPLETION OF THE FORMS IS NECESSARY TO PARTICIPATE IN THE PROGRAM. MONITORING THE USE OF VOLUNTEERS IN VIEW OF CUT-BACKS BOTH IN BUDGET AND EMPLOYMENT IS NECESSARY TO SET SAFEGUARDS WHICH WILL ASSURE THAT NO USDA EMPLOYEE WILL BE ADVERSELY AFFECTED.
