Terms of Clearance: The "Business Confidential Data Request" package is approved through October 1987. Any subsequent request for OMB approval of this package should contain the following: 1. A separate justification for each of the forms in this package tha explains specifically how each form is used and why each form is necessary to the operation of the Trade Adjustment Assistance program, and 2. A burden estimate for each form in the package as well as an aggregate burden estimate for all the forms in the package. DOL has included the ETA 8573-I form in this submission for the first time. OMB is not satisfied that the burden for this form has been accounted for in previous submissions of this package. OMB, therefore, has added 100 hours to the total burden estimate for this package, which is the DOL burden estimate for the ETA 8573-I. OMB has counted the burden as a program change increase since this form was no submitted prior to October 1, 1985, the deadline for submission of all "bootleg" forms.

Abstract: STATUTORY REQUIREMENTS UNDER THE TRADE ACT OF 1974 AS AMENDED REQUIRE COMPLETE AND ACCURATE BUSINESS CONFIDENTIAL DATA IN ORDER TO MAKE DETERMINATIONS AS TO WHETHER IMPORT HAVE CONTRIBUTED TO WORKER SEPARATION. THE SECRETARY OF LABOR'S DETERMINATIONS DECIDE IF PETITIONING WORKERS ARE ELIGIBLE TO APPLY FOR WORKER ADJUSTMENT ASSISTANCE.
