WE HAVE APPROVED THIS COLLECTION OF INFORMATION THROUGH 12/86, BY WHICH TIME THE AGENCY PLANS TO PUBLISH A PROPOSED RULE REVISING THESE RECORDKEEPING REQUIREMENTS. TO DATE, THE CONCERNS WHICH WE RAISED IN OUR CLEARANCES DATED 4/17/84 AND 12/06/84 HAVE NOT BEEN ADDRESSED AT ALL. WE REMAIN CONCERNED THAT THE NEED AND PURPOSE OF THESE RECORDS ARE NOT CLEAR. OTHER APPROACHES, SUCH AS A CERTIFICATION, WOULD SEEM TO MEET THE AGENCY'S NEEDS AND WOULD IMPOSE A LESSER BURDEN ON THE PUBLIC. IF THESE REQUIREMENTS ARE RETAINED IN THE PROPOSED RULE, THE AGENCY SHOULD COMPLETELY JUSTIFY THESE RECORDKEEPING REQUIREMENTS IN LIGHT OF OTHER, LESS BURDENSOME RECORDKEEPING ALTERNATIVES.
