THE DEFICIT REDUCTION ACT OF 1984 RAISED THE EXCISE TAX ON DISTILLED SPIRITS AND IMPOSED A FLOOR STOCKS TAX. THE FLOOR STOCKS TAX AFFECTS ALL PERSONS (DSP'S, WHOLESALERS, RETAILERS, ETC.) WHO HOLD TAX PAID DISTILLED SPIRITS OR IMPORTED PERFUME FOR SALE. THESE REGULATIONS IMPLEMENT THE LAW AND ARE NECESSARY TO PROTECT TAX REVENUES.
