Abstract: INFORMATION WILL PROVIDE NATIONALLY REPRESENTATIVE DATA ON THE WAY DISTRICTS IMPLEMENT CHAPTER 1 OF ECIA FOR USE BY CONGRESS IN ITS 1987 REAUTHORIZATION HEARINGS ON ECIA. THIS CONGRESSIONALLY MANDATED STUDY WILL COLLECT INFORMATION FROM LOCAL GOVERNMENT OFFICIALS, ESPECIALLY THOSE INVOLVED WITH THE CHAPTER I PROGRAM AT THE DISTRICT LEVEL.
