Abstract: THE NOTICE OF INTENDED DEREGISTRATION IS NEEDED FOR CONSISTENCY WITH DUE PROCESS AS EXPRESSED BY U.S. SUPREME COURT IN GOLDBERG VS KELLY. THE LAW REQUIRES THAT WHEN A CERTIFIED WIN REGISTRANT REFUSES TO PARTICIPATE IN WIN, EITHER (1) NOTIFY THE WELFARE AGENCY TO REMOVE AFD BENEFITS OR (2) ALLOW THE REGISTRANT TO REQUEST A HEARING.
