Abstract: OICD PROGRAMS REQUIRE THAT THE AGENCY OBTAIN SPECIALIZED EXPERIENCE FORM THE PRIVATE SECTOR/UNIVERSITY COMMUNITY BUT USUAL COMPETITIVE PROCEDURES HAVE NOT PRODUCED QUALIFIED CANDIDATES. THEREFORE, THE AGENCY PROPOSES AN AUTOMATED SKILLS INVENTORY OF THOSE INTERESTED IN/AVAILABLE FOR ASSIGNEMENTS. THIS SYSTEM WILL FACILITATE ADMINISTRATIVE PROCESSING AND EXPAND COMPETITIVE OPPORTUNITIES.
