THE OWNERS OR OPERATORS MUST ALSO REPORT RELIEF VALUE DISCHARGE OCCURRENCES. ENFORCEMENT AGENCIES USE THE INFORMATION TO ASSESS COMPLIANCE WITH THE STANDARDS.
