ENABLES ATF TO MAINTAIN ACCOUNTABILITY OF SPIRITS INCLUDING TRACING OF SPIRITS BY AUDIT AND TO ACCURATELY DETERMINETAXES COLLECTED ON SPIRITS FROM PUERTO RICO AND VIRGIN ISLAND AND OTHER IMPORTED RUM FOR TRANSFER TO THE TREASURIES OF PUERTO RICO AND VIRGIN ISLANDS. PREVENTS DIVERSION OF SPIRITS, PROTECTS TAX REVENUE.
