Terms of Clearance: THE DEPARTMENT HAS PROPOSED REVISIONS TO THE "APPLICATION CARD APPLICANT/JOB ORDER TRANSACTION" PACKAGE BUT HAS NOT PROVIDED SUFFICIENT INFORMATION OR TIME TO DETERMINE THE NEED, PURPOSE, AND UTILITY FOR THESE CHANGES. OMB RECEIVED THE PROPOSED CHANGES ON 1/30/85, WITH THE EXISTING PACKAGE SET TO EXPIRE ON 1/31/85. HAD OMB ALLOWED THE EXISTING PACKAGE TO EXPIRE, THE DEPARTMENT WOULD HAVE BEEN IN VIOLATION OF THE JUDGE RICHEY COURT ORDER. ACCORDINGLY, OMB HAS REVIEWED AND IS DISAPPROVING THE PROPOSED REVISIONS, WHILE EXTENDING THE CLEARANCE FOR THE PRIOR COLLECTION THROUGH JANUARY 1986. THE DEPARTMENT, OF COURSE, MAY RESUBMIT THIS PAPERWORK AT ANY TIME. IF THE DEPARTMENT DECIDES TO RESUBMIT, HOWEVER, IT SHOULD RECONCILE THE ESTIMATED NUMBER OF RESPONDENTS IN THE SUPPORTING STATEMENT WITH THE ESTIMATED NUMBER OF APPLICATIONS AND RENEWALS PRESENTED IN ITS BUDGET SUBMISSION TO OMB, AND IT SHOULD JUSTIFY IN GREATER DETAIL THE NEED FOR AND PRACTICAL UTILITY OF DIVIDING THE ETA-516 FORM INTO TWO FORMS.
