Abstract: THE REGULATION IMPLEMENTS SECTIONS 2(D) AND 3(D) OF PUBLIC LAW 89-777 (46 USC 817D AND E). UNDER THESE MANDATES, THE COMMISSION IS CHARGED WITH THE RESPONSIBILITY OF ASCERTAINING THAT PASSENGER VESSEL OPERATORS ARE FINANCIALLY RESPONSIBLE TO PAY PERSONAL INJURY AND DEATH CLAIMS AND TO REFUND FARES.
