THE PROPOSED SURVEY WILL QUANTIFY THE AMOUNT AND VALUE OF TIME VOLUNTEERED TO ACHIEVE RC&D PROGRAM OBJECTIVES. THE INFORMATION WILL BE USED TO HELP DETERMINE THE EFFECTIVENESS OF THE PROGRAM IN IMPROVIN THE CAPABILITY OF RESPONDENTS TO ACHIEVE RURAL DEVELOPMENT. RESPONDEN ARE PRIMARILY LOCAL COMMUNITY LEADERS BUT MAY INCLUDE SOME SMALL BUSINESSES AND NONPROFIT ORGANIZATIONS.
