WITH ENACTMENT OF THE AGRICULTURE AND FOOD ACT OF 1981 AUTHORITY TO ADMINISTER APPROPRIATIONS UNDER THE SECOND MORRILL ACT OF 1890 AND THE NELSON AMENDMENT OF 1907 (COMMONLY CALLED MORRILL-NELSON) WAS TRANSFERRED TO THE DEPARTMENT OF AGRICULTURE (USDA) FROM THE DEPARTMEN OF EDUCATION.
