Abstract: THIS STUDY WILL IDENTIFY BARRIERS TO WOMEN-OWNED AND MINORITY-OWNED SMALL BUSINESS FACE IN FINANCIAL MARKETS. THE STUDY WILL PROVIDE THE BASIS FOR NATIONAL ESTIMATES, IDENTIFICATION OF BARRIERS, ESTIMATE DIFFERENTIALS IN BARRIERS BETWEEN GROUPS, AND SUGGEST POLICY ISSUES.
