THE FEDERAL GOVERNMENT PROVIDES GUIDANCE AND FINANCIAL ASSITANCE, STATE AND LOCALS DEVELOP NULCEAR ATTACK EVACUATION PLANS. THESE PLANS ARE REVIEWD BY FEMA REGIONS FOR CONTENT AND ARE ACCEPTED AS A "CONTRACT" DELIVERABLE.
