OMB'S ACTIONS IN REVIEWING THE UGESP RECORDKEEPING REQUIREMENTS OR IN ASSIGNING CONTROL NUMBERS IN NO WAY AFFECT EEOC'S SUBSTANTIVE POLICIES AND PROGRAMS, INCLUDING ITS AUTHORITY TO ENFORCE CIVIL RIGHTS LAWS.
