THIS NPRM IS APPROVED THROUGH DECEMBER 1986. HOWEVER, THE FUTURE SUBMISSION OF THE FINAL REGULATIONS SHOULD INCLUDE THE COMMENTS RECEIVED ON THE NPRM FOR OMB REVIEW. WE ARE CONCERNED THAT SOME OF THE REPORTING IN THE NPRM MAY BE NEEDED ONLY AFTER AN AUDIT HAS BEEN STARTED, E.G. 1.6038A 1 (SMALL C)(2)(SMALL I)(D,F,G,I), AND COMPARABLE INFORMATION UNDER 1.6038A 1 (SMALL C)(2)(SMALL II). IN ADDITION, THE BURDEN ESTIMATES OF ONE HOUR PER RESPONSE APPEAR TO SUBSTANTIALLY UNDERSTATE THE REPORTING TIME.
