Abstract: THE SURVEY WILL PROVIDE A SNAPSHOT OF SUBSTATE PLANNING AND DEVELOPMEN ORGANIZATIONS DURING A TIME OF CRITICAL CHANGE AS FEDERAL SUPPORT FOR THEM DECLINES. THE DATA WILL HELP FEDERAL POLICYMAKERS ASSESS THE IMPACT OF BUDGET CUTS PRESENT TREND INFORMATION TO LOCAL GOVERNMENT REPRESENTATIVES, AND PROVIDE BASIC DATA FOR RESEARCH TO GUIDE FUTURE POLICY.
