Abstract: THIS HOUSEHOLD SURVEY IS BEING CONDUCTED FOR THE CITY OF NEW YORK TO DETERMINE THE VACANCY RATE OF RENTAL HOUSING UNITS AND TO MEASURE THE QUALITY OF HOUSING IN THE CITY. THE SURVEY WILL BE CONDUCTED IN FEBRUARY AND MARCH 1984 AND WILL BE TAKEN AT NO COST TO THE FEDERAL GOVERNMENT.
