IT REQUIRES EVERY MANUFACTURER OR IMPORTER TO ISSUE A CERTIFICATE OF COMPLIANCE THAT THE PRODUCT CONFORMS TO THE APPLICABLE STANDARD AND TO BASE THAT CERTIFICATE EITHER ON A TEST OF EACH PRODUCT OR ON A REASONABLE TESTING PROGRAM. RECORDS MUST BE MAINTAINED FOR AT LEAST 3 YEARS.
