SECTION 527(H) OF THE IRC OF 1954 PROVIDES THAT A "PRINCIPAL CAMPAIGN COMMITTEE" AS DESIGNATED BY A CANDIDATE FOR CONGRESS, SHALL BE TAXED A A RATE LOWER THAN THE HIGHEST RATE SPECIFIED IN SECTION 11(B), AND THA REGULATIONS SHALL PRESCRIBE THE TIME AND MANNER OF THIS DESIGNATION. THESE REGULATIONS IMPLEMENT THIS MANDATE BY REQUIRING THAT A CANDIDATE FOR CONGRESS SPPEND HIS DESIGNATION TO THE TAX RETURN FILED BY HIS PRINCIPAL CAMPAIGN COMMITTEE.
