THESE RECORDS ARE ESSENTIAL TO REGULATORY INVESTIGATIONS AND PROCEEDINGS AND ARE IMPORTANT FOR PROTECTION OF THE PUBLIC. THE PROPOSED CHANGE IS NECESSARY TO FACILITATE COMMUNICATIONS BETWEEN ISSUERS AND BENEFICIAL OWNERS OF SECURITIES HELD IN NOMINEE NAME.
