Abstract: SEE SEC. 10 OF THE FOOD STAMP ACT OF 1977 REQUIRES USDA TO ISSUE REGULATIONS PROVIDING FOR REDEMPTION OF FOOD STAMPS ACCEPTED BY RETAIL FOOD STORES THROUGH WHOLESALE FOOD CONCERNS OR THROUGH BANKS. SEC. 278.3 (OF THE REGULATIONS REQUIRES THE USE OF FOOD STAMP REDEMPTION CERTIFICATES BY RETAIL FOOD STORES AND WHOLESALE FOOD CONCERNS WHEN REDEEMING FOOD STAMPS. AUTHORIZED RETAIL FOOD STORES MUST COMPLETE FORM FNS-278. WHOLESALE FOOD CONCERNS MUST USE FORM FNS 278-4).
