Abstract: USED AS A PART OF AN OVERALL PROGRAM TO EVALUATE THE EFFECTS OF THE CIVIL SERVICE REFORM ACT OF 1978. OPINIONS WILL BE SOLICITED OVER THE NEXT FOUR YEARS FROM THE PUBLIC SERVICED BY SELECTED FEDERAL AGENCIES. THE RESULTS SHOULD CONTRIBUTE TO THE INDENTIFICATION OF THE STRENGTH'S OF THE NEW LAW, AND THE DEVELOPMENT OF CONSTRUCTIVE ALTERNATIVES FOR ITS SHORTCOMINGS.
