Terms of Clearance: DISAPPROVED BECAUSE BEFORE COLLECTING AND DISSEMINATING PERSONAL DATA, THE AGENCY MUST PUBLISH A NOTICE OF A SYSTEM OF RECORDS IN THE FED.REG CONSISTENT WITH THE PRIVACY ACT (5 USC 552A). THE SYSTEM COVERS RECORD MADE AVAILABLE TO OTHERS (E.G. STATE AGENCIES) PLUS THE PHYSICAL SECURITY OF RECORDS IN FEDERAL FILES TO PREVENT UNAUTHORIZED ACCESS. IF THE AGENCY RESUBMITS THIS REQUEST, IT SHOULD ADDRESS THE SYSTEM OF RECORDS NOTED ABOVE. THE RESUBMISSION ALSO SHOULD ADDRESS TWO ASPECTS OF THE NEED FOR THE FEDERAL GOVERNMENT TO CONDUCT THESE STUDIES. (1) SINCE THE JOB TRAINING PARTNERSHIP ACT AMENDS THE WAGNER-PEYSER AC BY ALLOCATING EMPLOYMENT SERVICE FUNDS BY FORMULA ACCORDING TO LABOR FORCE AND UNEMPLOYMENT DATA, WHY ARE THE PLACEMENT VALIDATION STUDIES NEEDED? SEE PL 97-300, TITLE V, SEC. 6(B)(1). (2) AS AN ALTERNATIVE TO THE FEDERAL GOVERNMENT'S CONDUCTING THE STUDY, CONSIDER THE FEASIBILITY OF A FEDERAL REVIEW OF THE VALIDATION PROCEDURES ADOPTED BY EACH STATE TO ASSURE THAT THOSE PROCEDURES WILL RESULT IN DATA ADEQUATE FOR THE PURPOSE. IF THE STATE PROCEDURES ARE NOT ADEQUATE, THE FEDERAL GOVERNMENT MIGHT THEN CONSIDER CONDUCTING THE STUDY IF THE DEPARTMENT HAS A FEDERAL NEED THAT CANNOT OTHERWISE BE ACHIEVED
