In particular, the resubmission must provide greater flexibility for the state and local authorities, which should be allowed the option of collecting and maintaining milk count data which can be audited. Furthermore, FNS did not publish this requirement in the Federal Register before February 15, 1982, so it must request a waiver from FEDAC as soon as possible.
