Abstract: TO CNONDUCT A PROGRAM WHICH WOULD DELIVER TO SMALL BUSINESS CONCERNS THE BENEFITS OF RESEARCH AND DEVELOPMENT PERFORMED UNDER GOVERNMENT CONTRACTS OR AT GOVERNMENT EXPENSE. THE PRIMARY EFFORT OF TECHNOLOGY TRANSFER IS TO LOCATE THE BEST AVAILABLE TECHNOLOGY TO SMALL FIRMS IN SOLVING A PROBLEM, IMPROVING A PROCESS OR DEVELOPING A NEW PRODUCT.
