Abstract: A GOAL OF THE ADMINISTRATION IS TO REDUCE FEDERAL FINANCING OF RURAL ELECTRIC SYSTEM GENERATION AND TRANSMISSION FACILITIES. THE INFORMATI OBTAINED BY THIS SURVEY WILL ENABLE REA TO EVALUATE THE SUCCESS OF EXISTING BORROWER LOAD MANAGEMENT PROGRAMS AND ENABLE REA TO DESIGN PROGRAMS TO FOSTER GREATER USE OF LOAD MANAGEMENT.
