Terms of Clearance: This is a conditional approval. Clarification of the following two statements in the Pre-Examination Cover Letter is needed: (a) "no examination ... shall be made except ... for ascertaining or verifying payments made by the organization to another person in determining the tax liability of the recipient" and (b) "the Service may use the information for other purposes set forth in the regulations." Either attach a copy of the regulation to the Pre-Examination Cover Letter or incorporate clarifying language in the letter. Please submit an addendum within three months of the approval date indicating what acti has been taken. Upon receipt of the addendum, approval will be final unless otherwise notified.
