Abstract: THE PROPOSED FORM IS TO BE USED IN ORDER TO ASSESS THE NEEDS AND PROBLEMS OF STATES ATTEMPTING TO DEVELOP PROCEDURES CONSISTENT WITH SECTION 818(B) OF THE JUSTICE SYSTEM IMPROVEMENT ACT AND 28 CFR 20.
