Abstract: FORM 4421 IS USED TO IMPLEMENT REGULATION 20.2053-3(B)(1) AND (C)(1) WHEREIN THE ESTATE IS ALLOWED A DEDUCTION FOR ATTORNEY'S FEES AND EXECUTOR'S COMMISSIONS PRIOR TO THE TIME THESE FEES ARE FIXED BY PROBATE COURT ORDER. THIS IS REQUIRED AS THE PROBATE COURT WILL NOT ORDINARILY ORDER THESE FEES PRIOR TO COMPLETION OF THE EXAMINATION OR ACCEPTANCE OF THE FORM 706, FEDERAL ESTATE TAX RETURN, ON WHICH ARE DEDUCTED, BY THE IRS.
