Abstract: THE INFORMATION REQUIRED BY THIS REPORT IS ESSENTIAL FOR INSURING THAT THE UNITED STATES MEETS ITS INTERNATIONAL OBLIGATIONS AND AT THE SAME TIME COMPLIES WITH SECTIONS 4A AND 5E OF THE EXPORT ADMINSTRATION ACT OF 1979.
