Abstract: THE COTTON STATISTICS AND ESTIMATES ACT (7 U.S.C. 471-476) AUTHORIZES THE SECRETARY TO COLLECT AND PUBLISH ANNUALLY GRADES AND STAPLE LENGTH OF STOCKS OF COTTON ON HAND EACH YEAR. COTTON MILLS REPORT THEIR COTTON STOCKS TO COTTON DIVISION WHICH COMPILES AND PUBLISHES THE STATISTICS IN ANNUAL CARRY-OVER REPORT.
