RESIDENT REPRESENTATIVES DOMICILED OUTSIDE THE U.S., MUST KEEP A COMPLETE RECORD OF COMPLAINTS AND REQUESTS. THE COMMISSION USES THE REPORTS TO DETERMINE COMFERENCES ADEQUACY IN HANDLING THEM.
