THE COMMISSION, THE PUBLIC AND OTHER GOVERNMENT AGENCIES USE THE TARIFFS TO DETERMINE THE LEGALITY OF THE FILED MATERIAL AND ANY ARRANGEMENTS UNDERLYING THE TARIFF.
