THE SECRETARY OF EDUCATION ISSUES FINAL REGULATIONS TO IMPLEMENT TITLE II AND TITLE 1XB OF THE ELEMENTARY & SECONDARY EDUCATION ACT. THESE REGULATIONS GOVERN GRANTS TO HELP PUBLIC AND PRIVATE AGENCIES COORDINATE RESOURCE AND IMPROVE THEIR BASIC SKILLS EFFORT FOR CHILDREN, YOUTH, AND ADULTS. THEY ESTABLISH REQUIREMENTS, EVALUATION CRITERIA AND FUNDING PRIORITIES THAT ARE CONSIDERED NECESSARY TO IMPLEMENT THE STATUTORY PURPOSES.
